Work Package 3 – Implementation and Evaluation Planning
The third work package moved from co-creating what should happen to developing a concrete plan for how it would happen and how it would be evaluated. This stage was conducted primarily with the site implementation teams, supported by I-PARC. Rather than I-PARC writing an implementation plan for each site, the approach was capacity-building. I-PARC sat with the site teams and taught them how to use the implementation planning workbook. A smaller number of people from each site then worked together to complete their own plan.
The workbook required sites to explicitly work through the practical components of implementation:
Who → What → When → Where → Why → How
Crucially, the planning process also linked the earlier barrier work directly to evaluation:
Barrier → Mitigation strategy → Measure/evaluation approach
Therefore, sites were not simply identifying strategies that they hoped would address barriers. They were also planning how they would determine whether those mitigation strategies had actually worked. The output from WP3 was therefore five site-specific implementation and evaluation plans.
